Run Away Idle - TrailBlazer 250

2003 trailblazer 250 2 stroke. Mikuni carb.

just bought the bike, haven't ridden it yet. Heres what happens in Neutral

First the carb leaked so i adjusted the floats a bit. The bike idles fast. and the throttle control screw does little adjustment. Played with the pilot a bit. I can get the bike to idle low. when i rev it it will return to high idle. Sometimes the idle will run away and keep getting faster and faster. Ill pump the throttle a bit to see if its a stuck throttle and it didnt help.

Long story short, idle changes a bit @ idle stage. sometimes it runs away (climbs on its own). Any Ideas?

Also need factory settings for pilot air and float bowl adjustment.

P.S. This carb has 2 throttle lines, one goes to the oil injector and one goes to the top of the carb. maybe the lines are hanging a bit? Wouldn't explain why when its reving out and when i tap the throttle i hear a bog difference. Also the timing has never been tampered with.
