Yes I can walk you through the whole procedure. I have adjusted the valves on my 91 XR250R tons of time and the 91 is the same as yours.

First off here is the valve clearance specs:

INTAKE: .001"-.003"
EXHAUST: .002"-.004"

Ok first off...Get your seat and fuel tank off. Look on the valve cover and you will see 4 caps. Take all 4 caps off. Incase you don't know the 2 valves at the back of the engine are the Intakes and the front valves are the exhaust valves. now....Look down on your stator cover and you will see 2 more covers. Take both of them off...turn the engine over COUNTER CLOCKWISE using the nut on the crank on the bottom hole.

Now watch the intake rocker arms...turn the engine over until you see the intake rockers go DOWN..now..when they COME UP look through the top hole and watch and you will see a sideways "T" with a vertical line to the left of it...line that line on the stator rotor with the notch in the crankcase...now..pull up and down on all 4 rocker arms and make sure you feel some PLAY..if you do you are at TDC(Top Dead Center)on the compression stroke.

Now its time to get down to business...I always do both Intakes first and then the exhaust...so get your .001" and .003" feeler gauges. You are wanting to slide them between the Tappet(adjusting screw)and the subrocker arm. Get your .001" and slide it in..if it goes IN then you know right there that the valve is NOT to tight....now try and slide in the .003" gauge...if it goes IN then you are too LOOSE. With the Intakes you are wanting to get the .001" gauge IN but not the .003".

Its the same for the exhaust except you want to get the .002" IN and not the .004".

Now if you have to adjust....lets say for example the .002" won't go in on 1 of the exhaust valves...that valve is TO TIGHT and you will need to adjust...take a 10mm wrench and loosen the locknut...back the tappet screw out COUNTER CLOCK WISE about 1/8 of a turn and hold it there with a screw driver and just barely tighten the locknut down..try the gauge again and get it to where the .002 will go in and not the .004. Once you have that correct...hold the tappet with a screwdriver to keep it from turning and tighten the locknut all the way down...after tigtening the locknut go back and re-check all the clearances. If you need anymore help..just ask.
