I was under the impression if the shift fork was bad it wouldnt go into a gear. Hmmmm, must be 2nd gear itself. Time to tear apart the tranny, or at least take a look.

If you move the shifter up and down by hand (do not shift gears)
does it move quite a bit? If so pull kicker and clutch cover and the
clutch will have to be removed also remove shifter and pull shifter
shaft and remove the screwed in pin that holds the shift spring
clean threads and put locktight and reinstall
What is most likely happening ,the shifter is not centering the shift drum
cause the pin is loose and not making full shift

I didn't read your second post very well?
You tore the trans down and changed forks?
Did You inspect the shift drum for chips
in the grooves?
