Default kx250 bad valves

alright so i got a 99 kx250 and im not sure what to do at this point. The bike tops out at about 45 in 5th. and the power band isnt kicking in. ive removed the power valves and cleaned them. i put new reeds in it. ive cleaned to carb multiple times and adjusted the air flow/gas jet. new gaskets and seals but it still wont get going likes its supposed to. idk what to do at this point please help.
