Default Is it way to rich?

Hi im pretty new to this so please bare with me.

I just bought a 1987 cr250 that was supposably just gone through on the top end. The bike starts fine and idles and will accelerates smothe up to about 1/2 to 3/4 throttle then falls flat. when it flatens out it starts shooting oil out the pipe in what looks like very heavy amount.

After lots of carb cleaner and changing the jet back to stock (it had a smaller then stock in it) it cleared up a little.

Next i pulled the power valve covers off and started the bike. the coil spring on each side that look like they are supposed to hold the valves shut do not have any tension on them and the valves will move in and out about half way just by wigling them. then they get tight and i can open them by hand a little more. Is this right or could that be part of my problem.

i understand there are alot of differnt things that go into tunning a bike but im afraid to rise it right now becouse of this problem.

Thanks for helping the new guy!

could be a lot of things but it almost sounds like the power valve as they do the job where youre feeling it fall off - jetting could be a cause as well and should be gone over completely but start out with the power valve as you stated

the power valve opens up at about the mid way point so if its shutting down and thats the problem, there might be something wrong with the bushings and or springs in there thats preventing it from opening like it should
