Angry Jetting Woes

I have a '03 CR250 and i can not get this thing jetted properly. I have read online that its freakin' hard to get jetted correctly. I was wondering (since this helped my '02 honda 125) that if i got a Vforce reed valve kit if that would help anything? Also i'm gunna post my information on what riding conditions i do and what not. Feed back and jetting info would help and i would apreciate it very much, thanx. One more thing is that when set to idle it bogs and loads the carb up....oh and its brand new every thing so no mechanical issues are involved.

Elevation: around 2900 Ft.
Premix ratio: 32:1
Temp Range: 60-95 degrees
Riding Conditions: mostly fast trail riding

Oh i almost forgot - the stock jetting was:
Pilot (slow) Jet: -Stock- #30 (Now its a #27.5)
Main: -Stock- #400
Needle: -Stock-
Clip: -Stock- 2nd Position
and the float is 15mm (.59 in) which is stock also
oh and theres pretty much no humidity

but will the delta reed black help? it did for my '02 cr125 and i read in a reveiw somewhere that it helped the '02 250 also...
