who has the best graphic kit selection for a 2001 cr 250?

This is really an opinion question so it comes down to what you prefer. To me I really like the offerings from One Industries. IMHO if I had an 00/01 CR I would see if Acerbis still offered the "yellow jacket" kit. The CR in yellow plastics would really turn heads. But, that's just me and my $0.02.

I have a friend with the yellow plastics, it does look hot. yellow shrouds, fork tobes, and front fender, and black rear fenders, front number plate and side panels.

Its all what you think looks hot and what dosent.
