question , what if the line on the exhaust shaft is not line right up with the "L" mark ? is there a way to make the adjustment with out ripping everything apart?my bike was bogging a little at low rpm,but at home when i cracked the throttle it did move to the "h" mark and sounded fine, thanks for any answers.

If you have a manual it will show you how to adj.the linkage. Realize of course if you didn't fiddle with it before it probably did not change. It may be time for a cleaning.

remove the exhaust valve cover, loosen the linkage rod bolt and turn the exhaust valve counter clockwise and clockwise and check for ease of movement . if it moves freely then I'd wait on cleaning it until you do a top end since you have to pull the cylinder to do so.

adjust the linkage by turning it completely counter clockwise until its lined up with the l mark turn the top linkage rod clockwise (looking from the top) and tighten the bolt back up. recheck for proper operation afterwards.

if you can't rotate it freely byhand when its loose you will need to clean it.

you got a picture of it? both my 2000 and my friends 2001 do not line up perfectly with the l L mark, the actually seem to lean more to the actual L instead of the l. no matter how i adjusted it. when running it flutters ever so slightly at the l mark, so i think this play is intended especially if youre looking at it with the engine off.
