Angry Help suzuki rm125

I have a 2005 suzuki rm 125 and it seems to keep fouling my spark plugs and reving uncontrollably as soon as i kick it on and it will continue to rev as high as possible and wont go down.. I have a brand new top end in it and i have cleaned the carb completely. I put the needle on the last position to hopefully try and lean the mixture out but nothing changed my spark plug is still fouling wet. Please help. And for the reving i have tried adjusting the air screw nothing happened. My throttle cable has some damage to it could that be why its reving high? Feedback would be really appreciated.

Cable may be hanging and thus the high rev.s.
Check your float height for the flooding.
Also, your crank seals may be bad.

I have a 02 RM125 and have had this problem. Replace the throttle cable first and rule that out. I have been told and found to be true in most cases...a lean mixture will high rev...a rich mixture will studder and foul out. After you put the new cable on it keep a close watch on the plug color! I've had the left side crank seal go out and it sucked in air...making it lean...over reving...white plug. I have not had the right side seal go out...which I think would pull in oil and could foul the plug...but I don't think that would cause over rev.
