A baffle is a part of a muffler inside the canister. A baffle redirects the exhaust flow inside the muffler to break up the exhaust pulses and reduce the energy of the pulse before the exhaust gases exit the muffler.

Imagine a round section of pipe with two end caps. In both end caps you cut a hole and put in a short section of pipe. So you have this tube with two short pipes. One goes into and one goes out of and nothing inbetween.

Baffle.
Take a round steel plate with a diameter equal to the inside diameter of the main pipe. Drill a bunch of holes in it. Install the plate in the large pipe in the middle inside. The exhaust gases now flow from the smaller pipe into the larger pipe then it must flow thru the small holes and then back together to flow out of the muffler. The plate is known as a baffle plate. Simple muffler, sort of hurts performance but is effective at breaking up the pulses.

Next
Take the same design but make these changes.
Goes into pipe now extends almost all the way to the goes out of pipe and the baffle plate is pretty close to the exit. The center goes into pipe is welded to baffle plate but the baffle plate does not have a hole in the middle. Take the goes into pipe and drill a bunch of small holes in it that when installed will be in the canister. Towards the end of pipe drill bigger holes. Now wrap the section of the inlet pipe with the small holes with fiberglass or similar high temperature batting. Shove the baffle plate and the inlet pipe inside the canister then put on the inlet end cap and seal the end cap to the inlet piping. What you have made is a perforated core glass pack muffler with a baffle plate. The packing absorbs and dampens energy from the pulses and the baffle break up the pulses. You will have about the same performance as the first design but it will be quieter.

If you drill a hole in the center of the baffle plate you will decrease flow resistance at the cost of increased noise.
