A plugged up or restricted exhaust will also do the same thing.

I changed the valves to proX stainless valves and springs. Would it be ok to reuse the stock cotters on the stainless valves? Thanks

No.....If you are speaking of the keepers.
Did you have the valve seats cut or replaced?

You need to get a manual. It will tell you the specs your need. Says to press the valve in place with Prussian blue and measure the contact, you can also pour solvent in the ports and check for leaks that way but it won’t give you a width or height. I used come copper coat gasket spray instead of the chalk just because I had some on hand and it worked pretty well. Spray the valve face and drop it in and measure. Perhaps you have spark and you just can’t see it? Or aren’t properly grounding the plug? I would not have put steel valves in there, but it’s your bike..
