Default Rebuilding CR250 forks, one travels way too far...

     

I'm in the process of rebuilding the forks on my 1990 Honda CR250 (I've rebuilt a couple sets of forks before) and I noticed that one of the forks travels way too far. When extending it, instead of stopping where it should like the other fork, it keeps on extending. I have the fork completely apart now, but don't notice anything wrong so far. Any ideas?
