Confused

I have decided to change the oil in my front forks.98 RM 250 conventional. Now here is my problem, I drained the oil out of each fork and got the same amount out of each about 450 ml. Which is what one of the members here told me it should be. Great so I filled the cylinder tube went up and down, no more bubbles so then I poured the rest down the side went up and down til no more bubbles, 450ml of oil in my fork right. I have a feeling I did something wrong. Do the fork cylinder and fork tube have there own oil amounts. I am not 8 inchs from the top of the tube and I am not 5 mm fom the top of the fork cylinder which is what the manual says but I do have 450 mls of oil in there somewhere.
