Default Kawasaki Rotary valve help

Hi guys, newbie here so be gentle with me, I have bought myself a great little KE125, she's a 79 model with a genuine 1200 miles. Anyway I stripped it down and powder coated all the relevant bits and she looks like new, shes red and looks great sat next to my 79 440 Maico
The problem is it wont run any sense, I pulled off the barrel and it had some pretty deep scoring so it was rebored, also I replaced the crankcase oil seal behind the stator as it showed signs of weaping. I had run the bike bike prior to this and although it was a bit gutless it seemed to run fairly well. Any suggestions? Is it possible for it to run if I had the plate of the rotary valve round the wrong way?? It is miles different so I guess it cant... the bike is really blowing fuel back thru the carb, it is really flat off tickover like its weak but then "fourstrokes" badly once the revs are up (i'm guessing this is because there is some much fuel in the area around the carb)

Please Please please, if anybody has ideas please let me know before I put a match to this thing

Oh I forget to say that I have cured the bad running at high revs just cant figure out whats happening down low, it will not come off tick over with out stalling. The mixture screw does nothing either but it ticks over like a dream.... before you all scream air leak I have stripped the motor again and there are no signs of any leaks, and if it was that then surely it would have a slow drop off to tick over and stall if rev'ed, it has none of these symptoms
