Default Removing scratches on engine cases

Getting ready to clean up the CRF70 as I have a potential buyer for it.

I'm curious if anyone has had any success buffing out scratches/scuffs on engine cases (right above the pegs) where your boots typically rub? Looks like there is a clear coat layer so I don't know if I should use a very light steel wool or a heavier sand paper without ruining the rest of the finish?

I've tried rubbing compound but there is still quite a few scratches on there. Thanks folks!
