My advice would be to look at your service manual at the assembly and see how it goes together. Once you know that you can see what you can do to make it tighter. Or just look at it I can't imagine there is too much to it.

There should be an allen head bolt that has a spring and a little ball bearing in front of it (on the inside of course). Tighten that allen head and it should remove the play. If it doesn't then maybe the ball bearing fell out.

I just fixed this same problem on my CR125. On the inside of the kickstarter there's a spring and ball bearing that sit inside of a little "cup" and the spring presses the ball bearing out against the kickstarter, which creates the pressure to keep it in place. Mine was so loose that when I'd start the bike, the kickstarter would just vibrate out to the "open" position. After replacing the spring and bearing (3 dollars for both from Honda), it's fixed and doesn't do that anymore.

Your kickstarter might be assembled a little different, I can only speak for my '94 CR125 but it's probably not too different from bike to bike.
