Default 2005 cr125 help feels like its bouncing off rev limiter when i get on it

     

I picked up a 2005 cr125 that is giving me fits. I sent the cylinder off for replaiting, I installed a new piston, I also replaced the crank bearings. I put it back together and it acted like it was starving for fuel when you get on it. (it sounds like a 4 stroke bouncing off the rev limiter). I did a leak down test and it doesn't seem to be leaking anywhere. I thought maybe the float level was off. so I went through the carb it was at 6mm I set it at 7.5 per the manual, the main jet was a little small 380 switched to 400 per manual for my elevation. I checked the petcock and fuel flows freely. I also left the tps disconnected to see if that would make a difference. It still acts like it is bouncing off the rev limiter. Any ideas I am really out of ideas.
