Default 2002 cr250 bog please help!!

Hi guys I got my 02cr 250 I just got, it was running good till I fouled a plug, after looking at it closed it appeared the guy reused the base gasket and gasket maker on a new top end apparently. It's got 178 psi on the top. So I haven't been able to get it going after doing the gaskets but it quit b4 that. I found the key way in the flywheel was sheeted off I put it in and got it to run after I flooded the crap out of it and it just won't clean out, it will idle and if you roll the throttle to half or so slowly it will rev up but after that it just Boggs like u hit the kill switch, so I got a carb kit for it but kept the 380 main and 32.5 in it cuz I got a fmf @ 675 feet and also changed the right side crank seal just to rule them out, is spreyed quick start on the left seal and boot to see if any leaks and no change I'm totally stumped. The pv wires are tight I haven't checked the pv my buddy did the gasket for me so I didn't see it and haven't checked the reeds but could they really cause this issue? Almost like its rich, the plug looks Carmel brown but it's wet and a little oily, it's a new plug so kinda hard to tell, ngk br8es. Please help this thing is driving me crazy lol. Any help appreciated. Thx guys

Also it starts up no problem and idles

Sounds like your crank cavity is loaded with a lot of unburnt fuel mix.
You do understand that when you went to the 40:1 fuel mix from the 32:1 that you really richened up your engine fuel mix. Go back to 32:1, clean your crank cavity issue and then keep in mind the engine will load up if not reved up a lot. I would also suggest that you recheck your float level.
