Default 1997 cr125 Will not hit power band

Hi, I have a freshly rebuilt 97 cr125 that will not hit the power band. Once going past about half throttle the bike will just sputter and pop and wont go anywhere. When I sent in the cylinder to get bored I also had them rebuild the power valve so I wouldn't think it would be a powervalve issue.. Also when I go to kickstart the bike the kickstart lever kicks back at me almost every kick, could this be timing related or something else? The bike did these things before the rebuild too. It runs fine on the low end, sounds good and everything just wont hit the band.

I have a video of the issue but it wont let me post it. :/

My jetting is
175 main
50 pilot
needle on the third clip
air screw 1.5 turns out.
My reeds are in good condition no holes or cracks

If anyone has any ideas what I should check or if you need more info please let me know! thank you.

Dirty carb, plugged jets, old gas, bad cdi, partially plugged exhaust pipe or timing.

Thanks for the response. The carb is freshly rebuilt, everything is brand new besides the float and the slide, (both are in good condition) The expansion chamber thats on it currently had a hole that was plugged with muffler cement, it doesn't appear to be leaking though. Is there a way to test a CDI to see if its bad?
